Dzuhairi has extensive experience advising on railway and highway infrastructure projects, and the development and construction of buildings, including oil and gas-related infrastructures and facilities.

He has advised on various engineering, procurement, construction and commissioning contracts, including those for railway systems, refinery and petrochemical plants, and other oil and gas related facilities, and has also advised on the development and construction of commercial buildings. He has also advised on civil aviation laws and regulations, including those pertaining to the purchase, sale and leasing of commercial passenger aircrafts.

Work Highlights

  • Advising a railway concessionaire on its concession agreement with the Government of Malaysia and legal issues arising from various other contracts in relation to the operations and maintenance of the express rail link between Kuala Lumpur International Airport and Kuala Lumpur Sentral Station, including advising on land rights over corridor, train fare, contract renewal and power purchase agreement in relation to its participation in the net energy metering scheme – NEM NOVA implemented by the Sustainable Energy Development Authority, Malaysia.
  • Advised a national petroleum company on various engineering, procurement, construction and commissioning contracts, including those for refinery and petrochemical plants, and for a deepwater petroleum terminal including petroleum and petrochemical tank terminals and refrigerated gaseous tanks together with marine facilities and jetty and also on the construction, operation and maintenance of raw water facilities for an integrated refinery and petrochemical complex.
  • Advising a major US technology company on the development and construction of a Centre of Excellence for the assembly, testing and manufacturing of solid-state drives and related facilities in Batu Kawan, Penang, including advising on the tender process, drafting, and negotiating the construction contract and administering the construction contract. The Centre of Excellence has an initial overall indicative project cost of RM1.5 billion to be constructed on a piece of land located in Batu Kawan Industrial Park measuring approximately 52.6 acres, and advising its various subsidiaries on their respective developments of semiconductor fabrication and related facilities in Taiwan, India and China, including advising on the tender process, drafting and negotiating the relevant consultancy and construction contracts.
